To get political legitimacy, every state influence public opinion through mass media. They will 'construct the reality' as a method to get public political supports. In a democratic state, military actions need political legitimation, therefore, every democratic state will conduct 'speech act' to construct positive public opinion. Speech acts, e.g 'state under emergency' is an example of military argument to support military actions although when actions did not supported by grounded facts. The discussion on securitisation used a case study from George W. Bush Jr administration when the US invaded Afghanistan and Iraq. George W. Bush Jr. stated that US military actions aimed to destroy al-Qaeda forces in Afghanistan and disarming Saddam Husein's WMD's facilities in Iraq. The second case is the speec act of the Suharto's regime who legitimate his inconstitutional action as emergency efforts to destroy the returns of INdonesian communist movement.
